MILITARY EXERCISE AND TRAINING AREASAND AIR DEFENCE IDENTIFICATION ZONE(ADIZ)MILITARY EXECRISE AND TRAINING AREAS

1. Temporary Segregated Area (TSA)TemporarySegregated Area (TSA) is an airspace temporarily segregated and allocated forthe exclusive use of a particular user during a determined period of time andthrough which other traffic will not be allowed to transit.

临时隔离区(TSA)是指在确定的时间段内临时隔离并分配给特定用户专用的空域,其他交通不允许通过该空域过境TSA is identified by alphabets ‘TSA’, followed by a number between 501 and 999 and  then, after a space, followed by the name  of  theplace associated with the area within square parentheses. If  there are multiple  areas  established as  parts of  a general  area, the number  in  the  identifier  should  befollowed  by an alphabet in capital casewithin round  parentheses. E.g. TSA801(A)[Thanjavur]。

TSA命名:首先是TSA,后面跟着一个501-999之间的数值,后面跟着方括号,里面标注这该区域的名称,如果一个区域中有多个隔离区,使用圆弧括号加字母区分例:E.g. TSA801(A) [Thanjavur]。

2. Temporary Reserved Area (TRA)TemporaryReserved Area (TRA) is an airspace temporarily reserved and allocated for thespecific use of a particularuser during a determined period of time and through which other traffic may beallowed to transit under air traffic control (ATC) clearance.

临时保留区(tra)是为特定用途而临时保留和分配的空域,特定用户在确定的时间段内,在空中交通管制(ATC)许可的情况下,允许其他交通通过TRA is identified by alphabets ‘TRA’, followed by a number between 501 and 999 andthen, after a space, followed by the name of the place associated with the areawithin square parentheses. If there are multiple areas established as parts ofa general area, the number in the identifier should be followed by an alphabetin capital case within round parentheses. E.g. TRA601(A) [Panagarh]。

TRA命名:首先是TSA,后面跟着一个501-999之间的数值,后面跟着方括号,里面标注这该区域的名称,如果一个区域中有多个保留区,使用圆弧括号加字母区分例:E.g. TRA601(A) [Panagarh]。

AIP中会标注该区域的相关详细信息,例如名称、时间、相关要求,如上表AIR DEFENCE IDENTIFICATION ZONE (ADIZ)Establishment of Air Defence Identification Zone and Procedures。

此处所示的防空识别区(ADIZ)已建立,用于防空净空防空识别区(英语:Air Defense Identification Zone,简称ADIZ),指的是一国基于空防需要,单方面所划定的空域目的在于为军方及早发现、识别和实施空军拦截行动提供条件。

二战后,随着空中作战力量的发展,特别是以高空高速为基本特征的二代战斗机的发展,各国传统的防空体系面临较大威胁如果还按照对方目标逼近本国领空才出动战机拦截,时间不充裕,根本无法保证成功拦截于是在本国领空之外的公共空域(简称公空)划定防空识别区,就成了扩大预警空间、保证拦截时间的通行做法。

防空识别区在AIP中也有比较详细的信息和对进入该区域的航空器的要求。

进入、穿越、起飞经过防空识别区,需要注意什么?Requirement for Air Defence Clearance (ADC)防空许可的要求?ADC signifies authorisation of a proposed flight by the Air Defence IdentificationArea (ADIA) originating fromand/or penetrating into an Indian ADIZ during peace and war. No flight of aircraft,civil, military, Indian or foreign, originating within the ADIZ defined undersection 5.2.2.1 above and those penetrating into these ADIZs are permittedwithout Air Defence Clearance.

在战争或者和平时期,由防空识别区发布的防空许可授权了来自或者飞入印度防空识别区的航班的许可;任何国内、国外、民用、军用的航班或者飞机没有防空许可禁止从这些区域起飞或者穿越Requirement and  Purpose of ADC。

No flight (including aircraft, helicopters, Unmanned Aerial Vehicles (UAV),microlite aircraft, power gliders and air balloons) by civil, military, Indian or foreign operator, originating withinan ADIZ and those penetrating into ADIZs is permitted without an Air DefenceClearance. The purposes of issuing ADC are as follows:

发布防空许可的目的?(a)To provide ADIA with advance flight plan data for prompt identification offriendly movements by correlation.

为ADIA提前提供飞行计划数据,以便快速识别相关友好的行动(b)To avoid wasteful flying effort involved in physical recognition of friendly aircraft.。

避免浪费识别去物理识别友好的航空器(c)To ensure prompt and appropriate tactical action to investigate unknown flights.确保及时采取适当的战术行动调查未知航班。

(d)To effectively deal with unauthorised and objectionable intrusion by foreignaircraft.有效的处理外国航空器未授权或者有目标性的入侵。

Aircraft flying without an Air Defence Clearance (ADC) or failing to comply with anyrestriction or deviating from flight plan will be liable to identification and  interception  procedures as detailed in eAIP India ENR 1.12.

如果没有ADC或者不能遵循限制或者飞行计划有偏离,详见识别和切入程序处理ADC number for departing aircraft as well as aircraft entering Indian airspace shallbe strictly enforced by ATC and no flight would be cleared without a valid ADCnumber.。

离港飞机和进入印度领空的飞机的ADC号应由ATC严格执行,如果没有有效的ADC号,任何航班都不得放行Proceduresfor the issue of Air Defence Clearance (ADC)。

发布防空许可的程序?1.Except local flights (including those by flying clubs) conducted within airspace of 5 NM radius centred at ARP and vertical limits of 1000 ft. AGL ofan aerodrome where civil or military Air Traffic Services are available; aircraftwhen operating to, through or within the ADIZ shall obtain Air DefenceClearance before take-off, through the ATS Unit concerned.

除在以arp为中心的半径为5海里的空域内进行的本地飞行(包括由飞行俱乐部进行的飞行)和在民用或军用空中交通服务可用的机场地面照明1000英尺的垂直限制外,飞机在前往、通过或在ADIZ运行时,应在起飞前通过

ATS 获得防空许可2.Local flights (including those by flying clubs) intending to operate fromairports where civil or military Air 。

TrafficServices are not available or where ATC is provided by private party, orintending to operate beyond 

immediatevicinity of an aerodrome where no ATC is functioning, may obtain ADC from thenearest IAF ATC Unit. The IAF ATC Unit will advise the FIC concerned regardingthe movement of the flying club aircraft.

拟从民用或军用机场起飞的本地航班(包括飞行俱乐部的航班)交通服务不可用,或私人提供空中交通管制,或打算在境外运营在没有空中交通管制功能的机场附近,可以从最近的空中交通管制单位获得防空许可该空中交通管制单位将就飞行俱乐部飞机的动向告知飞行情报中心。

3.ADC shall be valid for the entire route, irrespective of  intermediate halts for flight originating  in one ADIZ/FIR  and  transiting through  other ADIZ/FIR.

在整个航路上,防空许可都必须有效,不考虑源于一个防空区通过另一个防空区的中间的间断4.All flights shall obtain Air Defence Clearance before entering ADIZ fromrespective FIC, ten minutes prior to entering Indian Airspace. Theresponsibility of obtaining Air Defence Clearance shall rest with the Pilot orthe Aircraft Operator.。

所有的航班在进入防空识别区之前必须向负责的飞行情报中心获取有效的防空许可,在进入印度区域之前十分钟获取,获取防空识别许可的责任在机长或者航空公司5.ADC shall be obtained before departure, which will be valid between fifteenminutes before the Estimated Off Block Time (EOBT) and forty five minutes afterthe EOBT. In the event of a departure outside this window, fresh ADC shall beobtained. In the case of communication difficulty or delay in receipt of ADC,or nonexistence of communication at the place of departure, the aircraftequipped with radio may be allowed to take off with  instructions to obtain ADCimmediately after airborne from the FIC concerned.。

在起飞前必须获取ADC,该许可必须在预计起飞时间前15min和之后50min之间有效,如果在此时间之外起飞,必须更新ADC;万一出现由于通信或者其他情况接收ADC延误了,又或者在出发地没有通信的情况下,装有无线电设备的飞机可以在按指示起飞,通过飞行情报中心获取

ADC6.Scheduled aircraft or flying club aircraft returning to the Aerodrome ofdeparture on the same day may be 。

issued with Air Defence Clearance for return flight also, if so desired, provided thata fresh ADC will have to be obtained in the event of the delay for more thanthirty minutes in excess of the estimated departure time for the return flight.

在同一天返回出发地机场的定期飞机或飞行俱乐部飞机,需要为回程的航班获取ADC如果需要的话,如果延误超过返回航班的预计起飞时间超过30分钟,则必须获得新的ADCTo Be Continued.......。
