疫情期间船上备舱得几点启示!
全球疫情形势依然不容不乐观,很多国家选择了与疫情共存政策,这对于我们在船工作的船员来说,是一大挑战,无形中增加了工作的难度,有时普通的工作也会变得繁琐本期分享一篇来自一线船长个人杂谈-疫情期间关于船上备舱几点分享,内容仅供大家交流!。
疫情期间船上关于备舱的几点分享作者:刘竹元船长1.租船合同条款美国土特产租船合同对于期间备仓,合同条款如下:Clause 54- Intermediate Hold CleaningUpon completion of discharge of each intermediate cargo and if instructed to do so by Charterers, ships crew
shall render all customary assistance to clean cargo compartments in preparation for their next employment.
Whenever possible, all cleaning to be performed concurrent with discharge operations and/or while vessel en-route
to her next load port, weather, local regulations, trade union labour regulations and time permitting. No intermediate
hold cleaning between Australian ports.Charterers to pay Owners USD xxx .00 for sweeping/washing down per hold cleaned after discharge of all
permitted cargoes. It is understood that crew will endeavour to do their best to clean holds, but if vessel fails the
subsequent inspection the Owners/Master/crew are not to be held liable and vessel to remain fully on-hire.
Throughout the currency of this Charter Party and at redelivery, the Charterers shall remain responsible for all
costs, time, including deviation, if any, associated with the removal and disposal of cargo related residues and/or
hold washing water and/or chemicals and detergents and/or waste as defined by MARPOL Annex V, Section 1 or
other applicable rules relating to the disposal of such substances.Fresh water for hold cleaning to be provided and paid for by Charterers.
对于合同中需要注意的是customary assistance,对于这个名称的解释有很多的版本信息,具体一二句话很难说清楚,只能具体问题具体分析,但是对于目前的航次,我们能够做的就是挑灯夜战严舱不过,我有充分的理由举证自己尽到了。
customary assistance2.备舱困难诉求 航次指令确认后第一时间申请租家安排岸上洗舱,重点强调洗舱时间段,中国沿海不是休渔期,交通拥堵,天气寒冷并且有装货港代理邮件证明,装货港严仓要求比较高。
PLS ARRG SHORE LABOUR PREAPRING HOLD FOR NEXT EMPLOYMENT AT PORT OF KWANGYANG, KOREA.IN THE CONTINUE RECENTLY DAYS, VSL WILL EXPERICING VERY HEAVY WEATHER AS ATTACHMENT CURRENT WEATHER.
1.FM DISCH PORT KWANGYANG TO YANTAI,INROUTE ONLY 500NM MORE OR LESS,UNDERWAY ABT 2 DAYS MORE OR LESS.
2.FISHING SEASON N CONGESTING TRAFFIC,ANY WASHING WATER N CARGO RESIDUE CAN NOT DISPOSAL IN BOHAI SEA ( CHINA INLAND SEA).
3.HEAVY WEATHER,VSL ROLLING AND PTCHING,HATCH COVER CAN NOT OPEN, CREW ARE DIFFICULT TO PREAPRE HOLD JOB.
4.SHORTEST ROUTE,NAVIGATION WATCH AND ADDITTIONAL HOLD PREAPRING,ITS VERY DIFFICULT TO ENSURE SAFETY WORK.
5. AT LEAST 2 DAYS MORE HANDLING CARGO RESIDUE AND CONTAINMATE FM HOLD TO MAINDECK BY HAND.6.VERY STRICT HOLD INSPECTION AS LDG PORT AS PER AGENT INF.
PLEASE BE NOTED THERE WILL HAVE A STRICT HOLDS INSPECTION BEFORE LOADING. PLEASE ADVISE WHEN WILL HOLDS BE READY(BY SWEEPING AND WASHING)?-
IMPORTANT(FYR,SGS SURVEYOR STRONGLY SUGGEST TO CLEAN HOLDS BY SWEEPING+WASHING)THE BEST CHOICE IS SHORE LABOUR PREAPRING HOLD FOR NEXT EMPLOYMENT IN ORDER TO AVIOD HOLD WASHING MORE TIME DELAY.
7.ESPECIALLY UNLDING PORT JP,SGS SURVEYOR STRICT ACRDLY GRAIN LDG STANDARD8.COVID-19 SPREAD,CREW CAN NOT DO ANY JOB AT PORT,ONLY BASIC SAETY OF CARGO OPERATION/ ISPS /AND PREVENTION POLLUTION WORK .
9.COAST OF KOREA/CHINA, WEATHER VAR NOT UNDER CONTRAOL AS ATTACHEMENT CURRENT OBSERVED10.IF FAIL HOLD INSPECTION AT LDG PORT,DELAY LONG TIME FOR NEXT HOLD READY.
VSL PRCEED TO OPEN SEA,DISPOSAL WASHING WATER/RESIDUE ETC,BACK TO LDG PORT.MANY THANKS FOR YR KINDLY CONFIRMED SAFETY RECEIPT ABOVE MESSGE BY RETURN WZ MANY THANKS .
3.备舱计划 船上洗舱计划,由于时间较短,涉及船东责任的条款,例如货舱维护保养方面,松动的锈皮,翘起的油漆等,只字没有向租家提Vsl panning washing hold driftting Yellow sea if nil shore labour assisstance hold prepare.。
Vsl can disposal cargo residue and washing water to sea,all hold ready proceed to ldg port.Est abt 4-5 days iwp agw.
1) Abt 1.5 -2 days: To remove last cargo residues, last cargo stains, from cargo holds including side walls, bulkheads, hoppers, tanktops, hatch coamings, under topside tanks and under hatch covers.
To pay utmost attention on hiden places like behind flames of side walls and under cross decks, under topside tanks and every corners of structures of cargo holds.
To sweep bottoms. 2) abt 2- 3 daysHandly cargo residue from hold to deck.To wash down by sea water.To wash down by fresh water.
韩国租家也是没有品,最后一个邮件后就没有任何的回复!疫情之下船员的地位,休假没有保障,简单的下地就医也是困难重重并且,这根本就不是船员和船东的责任!4.卸货不干净,租家不管事不知道是不是打着疫情的幌子,压根不打算安排卸货工人清理大舱,前后站桥积满煤渣、煤块,最后都通通推给了船上的船员去清理。
很不符合逻辑,最后会安排岸上工人进行舱底清理!

As far as we know, stevedores are not allowed to do this job due to safety regulation at discharging port.
So please kindly instruct crews to clean the mentioned area. It would be sufficient to push the remain cargos to outside the rail.
If such cleaning job has been done before discharging completion of each hold, stevedores will collect the remain cargoes at final checking stage.

Dear Sir or Madam,In accordance with the terms and conditions of the Charter Party applicable to this voyage and the sailing instructions,
request yr good Company ,discharging all hold crago, Kept minimize production of cargo residues, as per CP and current edition IMSBC code,Crew and my owners no any responisble for cargo unloding ops and collection cargo residue at disch port. , terminals and ship operators should consider cargo loading, unloading and onboard handling practices1 in order to minimize production of cargo residues. Cargo residues are created through inefficiencies in loading, unloading, onboard handling. Options that should be considered to decrease the amount of such garbage include the following:
ensuring ships are suitable to carry the intended cargo and also suitable for unloading the same cargo using conventional unloading methods; controlling cargo transfer operations, both on board and from dockside.
This should include effective measures to enable immediate communications between relevant ship and shore-based personnel during the transfer operations and when feasible, enclosure of conveyance devices such as conveyor belts. Since this spillage typically occurs in port, it should be completely cleaned up immediately following the loading and unloading event and handled as cargo; delivering it into the intended cargo space or into the appropriate unloading holding area.
Therefore, I, Captain LIU ZHUYUAN, the Master of the M.V.XXX hold all of you fully responsible and liable for unload all cargo and keep minimize production of cargo residues,at port of Kwangyang, or other result whatsoever due to and/or in relation to the alleged removing minimize production of cargo residues(delay sailing or redelivery vessel ) as the above-mentioned.

6.无奈收场,船员还得扛也记不清是如何去鼓动大家的,抛锚洗舱计划泡汤,没有任何动力的情况下,漂航了24小时舱备出来了,我觉得还是韩国烧酒的作用管理公司一个劲的说不要担心,备不出舱来,也不是船长的责任,船东也没有损失!。
我心里想那得看什么理由货舱被拒,怎么去说这件事情,这得有多少得自信!卡着点,我通知租家装货港代理货舱备好IN THE 2 DAYS AND NIGHTS CONTINUOUS WORK FOR HOLD CLEANING,UNTIL 0930LT 14 MARCH 2022,ALL HOLD COMPLETED WASHING AND WASHING WATER PUMPED OUT OPEN SEA.。
THANKS ALL ATTEND CREW TO TRY OUR EFFORT TO DO THIS JOB. MANY THANKS ALL CONCERN PARTY WHO KEEP TABS ON OUR VESSEL.
ENCLOSED HEREWZ CARGO HOLD CONDITION PHOTOS AFTER SWEEPING AND WASHING/RINSING/DRYING UP ALL HOLDS COMPLETELY CLEAN FOR YR REF.
对于货舱的实际状况谁也说不清楚,但是船上一定要保存货仓状态最好时的照片。
7.最后的启示疫情之下,人的生活方式以及思考方式发生了很大的变化疫情不止是一个生理上面的疾病,更是一个心理思想上面的疾病这个病毒传播的很深很远,传播到一切全靠说,靠船上鼓动,没有任何实际的支持!刘竹元 。
