8月5日,“南非汉语教学成果展演”活动在南非行政首都比勒陀利亚举行,非洲研究院外籍专家格特大使受邀发表讲话。

【编者按】8月5日,“南非汉语教学成果展演”活动在南非行政首都比勒陀利亚举行,中国同南非政府宣布,双方同意将每年9月17日定为“南非中文日”中国驻南非大使林松添、南非基础教育部部长莫采卡、浙师大非洲研究院南非籍高级研究员格特大使等共同为“南非中文日”揭牌。

期间,格特大使受邀发表深度演讲,传播中非合作好声音。小编对格特大使的讲话内容进行了整理,并分享了格特大使讲话原文,以飨读者。

格特大使回忆,在刚下飞机的那一刻,他就被中国惊艳了!中国拥有上下五千年的历史与多彩的文明,在经济和社会发展方面取得了巨大成就在过去的几十年,中国依靠自身的发展模式,带领数百万公民摆脱贫困这种中国特色的发展模式,是一种“以人为本”的模式。

来到浙江省,格特大使被浙江秀美的风景、悠久的历史文化、丰富的资源和蓬勃发展的经济所震撼他强调,浙江省国内生产总值达8900亿美元,杭州、宁波、金华等城市的经济发展令人惊叹

中国驻南非大使林松添、南非基础教育部部长莫采卡、浙师大非洲研究院南非籍高级研究员格特大使等共同为“南非中文日”揭牌在浙师大非洲研究院工作期间,格特大使深深感受到了来自中国人民的热情与善意他发现,中国人民十分渴望了解非洲和南非,渴望促进中非人文交流,促进中非人民的相互理解与尊重。

对此,格特大使深受鼓舞中国和非洲都是人类文明的重要起源,对人类文明的发展做出了积极贡献中非友谊已经有几千年的历史据记载,大约在公元前130年,中国就已经和非洲建立了联系公元400年,埃及人抵达中国中国船只曾将瓷器、货币、丝绸等运至非洲。

据说,埃及艳后克利奥帕特拉特别喜欢来自中国的丝绸制品新中国成立,尤其是1956年万隆会议之后,中国和非洲在政治、经济、贸易、文化和教育等领域的交流与合作实现了巨大飞跃在互相尊重、互不干涉和合作共赢的基础上,中非友谊日渐深厚。

其中一个典型例子就是发展文化合作非洲大陆上有诸多中国文化的印记,非洲人越来越欣赏博大精深的中国文化,比如近年来在非洲日益涌现的援助项目、孔子学院、汉语学校、医疗合作项目、武术交流、中国美食等另一方面,今天的中国人也越来越关注、了解和欣赏非洲文化,比如非洲的音乐、艺术和服饰等。

格特大使在“南非汉语教学成果展演”活动上讲话目前,中非合作与中非友谊正处于历史新阶段,并且在不断拓展与加深中非合作论坛成立以来,中国逐渐成为非洲最大的经济伙伴和贸易伙伴中国在非洲建设数千公里的公路、铁路和港口等,极大地改变了非洲的“基础设施面貌”。

“一带一路”倡议让很多非洲国家从中获益,进一步加深了中非合作格特大使指出,中国的“一带一路”倡议已经不再局限于经济合作,开始关注社会发展和文化交流,这将进一步推动文化、教育和职业培训等方面的合作因此,今天的“南非中文日”揭牌活动十分重要。

格特大使在“南非汉语教学成果展演”活动上讲话此外,中国和南非的双边关系和友谊,也处于历史新阶段,并且在不断拓展与加深2018年,中国和南非庆祝两国建交20周年习近平曾对南非进行三次国事访问,2018年南非总统拉马福萨也对中国进行了首次国事访问。

近日,二十国集团峰会在日本召开,两国领导人进行了具有建设性的双边互动,这对双边关系的未来发展十分有利2000年和2003年中国和南非签署的双边文化协议和教育协议,巩固了双方的文化与教育合作,目前,需要进一步扩大协议内容。

在与浙江省、金华市、浙江师范大学以及非洲研究院的领导、专家和学者交流的过程中,格特大使更加深刻感受到了中非之间的深厚友谊,认为中国是非洲值得信赖的朋友习近平主席曾在多个场合强调,“非洲是一个充满希望的大陆,中国和非洲的友谊是建立在互信的基础之上的”。

格特大使强调了自己在浙师大非洲研究院工作的感受,“刚到浙江省,我就深切感受到了习近平主席常常提到的‘中非命运共同体’这一理念,中国和非洲拥有相似的历史遭遇和发展挑战,是‘患难见真情’的伙伴”中国始终致力于全球的和平、发展与稳定,致力于扩大以多边关系为基础的国际合作和以规则为基础的世界秩序和睦邻友好关系的建设。

格特大使指出,中国也在不断加强与非洲发展中国家的联系,促进南南合作在中国工作6个月后,格特大使愈加肯定中国是一个“理性”的国家,正如2019年4月,联合国秘书长安东尼奥·古特雷斯在北京所说的,中国通过当前的经济和政治挑战,为当今这个充满不确定性的世界带来了希望。

Your Excellency, it is indeed a great honor and privilege to be here today! As was mentioned it has been my pleasure and honor to have been attached, as a senior research fellow, to the reputable Institute for African Studies at the Zhejiang Normal University in Jinhua in the dynamic and prosperous Zhejiang Province in China, over the last 5 to 6 months. it is an honor to share some of my first impressions about China with you at this auspicious occasion.

Your Excellency, from the moment I stepped of the plane I could not, but be deeply impressed by the remarkable country, China!

A 5000-year old civilization with its wonderfully rich cultural history and with its many ongoing economic and social and development achievements.

Your excellency, in the few months I have had the opportunity to witness the phenomenal progress China is making with its own growth and development model which has lifted millions of its citizens out of poverty over the last number of decades, a model that is people centered and with a strong “people first” approach. As regards the dynamic Zhejiang Province, I was struck by its

beautiful landscapes, rich cultural history, abundant resources and thriving and booming economy with a GDP of 890 billion USD

. It is in fact mindboggling to witness the economic developments and progress in cities like Hangzhou, Ningbo, Jinhua and etc.

Your Excellency, from the very beginning after my arrival in China, I only experienced kindness, generosity and respect from the Institute and University in fact from all Chinese people at all levels which is one of the many positive characteristics of China, the world should know more about. Based on my work at the Institute in Jinhua, I sensed a strong interest on the part of the Chinese people to know more about Africa and SA. In fact,

there is a strong inherent desire on the part of Chinese people, to promote people to people and cultural exchanges in an endeavor to create more goodwill mutual respect and understanding between China and Africa

which is most encouraging and which should be actively further explored.It is no wonder, because China and Africa are both the origins of ancient human civilizations and both China and Africa have made significant contributions to the progress of human civilization. The friendship between China and Africa has a history of several thousand years. It has been recorded that China in ancient times had established contact with Africa at approximately 130 years BC. It has also been recorded that the Egyptians reached China in 400 AD. Chinese boats brought chinaware, coins and silk to Africa. It is said that the Egyptian Queen Cleopatra, was particularly fond of silk garments which had its origin in China!

Over the years, after the establishment of the PRC and particularly after the Bandung Conference in 1956, where Prime Minister Zhou Enlai played a highly constructive role, the contact and cooperation between Africa and China grew with leaps and bounds in the political, economic, trade, cultural, education sectors.

The friendship intensified significantly on the basis of mutual respect, non-interference and a win-win cooperation.

An exemplary example of this is the growing cultural cooperation through the expanding friendship, partnership and mutual efforts. Chinese culture has a strong footprint on the African Continent and Africans increasingly appreciate the deep, wise and rich Chinese culture. It is also encouraging to witness the proliferation of Chinese cultural manifestations in Africa through aid projects, Confucius Institutes, Chinese language schools, Chinese traditional medicines projects, martial arts, and of course Chinese cuisine! On the other hand, Chinese people today increasingly have a much greater awareness and appreciation of African culture, music, art, costumes.

No wonder that the friendship and cooperation between China and Africa are at an all-time high and growing. Through the Forum on China and Africa Cooperation (FOCAC), China is Africa’s most important economic partner and biggest trading partner. China has furthermore changed the “infrastructure face” of Africa by building many thousand kilometers of roads and rail, ports etc. in Africa. The highly commendable Belt and Road Initiative from which many African countries will concretely benefit, will give further momentum to China-Africa cooperation. It should be mentioned that

the Belt and Road Initiative goes way beyond the realms of economic cooperation and focusses strongly on social, cultural and environmental dimensions

. So, this will further contribute to enhanced cultural, people to people interaction, education, vocational training cooperation which should be among the top priorities to bring about even better economic cooperation and development, mutual understanding and respect.

This is why this Chinese language teaching event today, is so important.SA and China bilateral relations and friendship, are also at an all-time high and expanding. We celebrated our 20

th anniversary of diplomatic relations last year and president Xi Jinping has already paid 3 state-visits to SA and President Ramaphosa has also paid his first state visit to China last year. The two presidents had a very constructive bilateral interaction during the recent G20 meeting in Japan which augers well for future relations. SA and China have very constructive cultural and education cooperation based on the bilateral cultural agreement and education agreements that were signed in 2000 and 2003 and which we need to further expand.

Your Excellency, based on my association with and the excellent work of the Institute for African Studies and the Zhejiang Normal University and the leadership of Zhejiang Province, the Jinhua Municipal Peoples Government etc.,

it is my view that China and its people are indeed true and trusted friends of Africa and South Africa

. Their constructive actions and approach reflect what president Xi Jinping has said on a number of occasions namely that

Africa is a continent of hope and China’s friendship with Africa is based on friendship, trust and good faith

. Africa and SA have realized this and appreciates it!Your Excellency, these are the things I am experiencing at the great Institute and the University where I am fortunate to be working and in fact from all my contact with the Chinese people I meet. As a fairly new arrival in Zhejiang Province, I, right from the start,

sensed the “fraternal bonds of a shared destiny” between China and Africa which President Xi Jinping often alludes to, which is based on our similar historical experiences and ordeals, our

“friend in need” relationship as well as our common development challenges.Looking at the wider world, my impressions, based on my experiences in China thus far, is that the Chinese leadership and its people are strongly committed to

global peace, economic growth, stability and friendly relations, committed to expanding international cooperation based on multilateralism and a rules-based world order and good neighborliness

. As I said there is also an unwavering commitment by China to enhanced cooperation with developing countries in Africa, in a south-south context.

In fact Your Excellency, I can only conclude by saying that after 6 months in your country, that China is a true “voice of reason” and a country that, as the secretary general of the UN Antonio Gueterres said in Beijing in April 2019,

provides hope in an increasing uncertain world with its current economic and political challenges! I cannot agree more!

Your Excellency, it is an honor for me to further continue to contribute to the deepening cooperation and friendship between China and Africa and SA!

About usEstablished in 2007, the Institute of African Studies at Zhejiang Normal University, is the first comprehensive and substantive African Research Institute based in China’s universities. In the decade since its founding, the Institute has remained focused on both producing influential academic output, as well as cultivating scholars in African Studies from both China and Africa, gaining reputation as a highly influential academic institution both at home and abroad. At the onset of its second decade, the Institute of African Studies intends to move towards a more regionalized, nationalized, distinctive and internationally oriented direction in its research. At the same time, the institute will continue to encourage young and upcoming scholars to conduct research, and provide them with the necessary support.

Qui sommes-nousL’IASZNU a été fondée en Septembre 2007 sous les auspices du Ministère de l’Éducation (MOE) et le Ministère des Affaires Étrangères (MFA). Parmi les Universités chinoises, c’est le premier Institut complet créé spécialement pour les études africaines. Après plus de 10 années de développement, l’IASZNU est devenue un Institut d’études et un Think Tanks très influent sur les affaires africaines en Chine qui possède un « Savant du Chang Jiang » des études africaines. Il est le Think Tanks chinois sur le  « Plan Think Tanks du Partenariat Chine-Afrique 10 + 10 » et un des établissements guides sur le « Plan de Recherche Conjointe et d’Echange Chine-Afrique » du Ministère des Affaires Étrangères. Il est sélectionné par le Ministère de l’Éducation pour « La Coopération Universitaire Chine-Afrique 20+20 », en tant que base principale pour des études du continent et des études spécifiques de pays. Il est également sélectionné par la Province du Zhejiang comme le Centre d’Innovation Collaborative 2011, la base de recherche de la Philosophie et des Sciences Sociales dans la province de Zhejiang. L’IASZNU a été classé parmi les meilleurs Think Tanks (affiliés à une Université) au monde pendant deux années consécutives, en 2016 et en 2017, par le Global Think Tanks Index publié annuellement par la Pennsylvanie Université.
